Ensure browser client state transitions match formal spec

I'm bumping this to phase-2 so that @ranweiler and I can do an architecture review of the client and double-check, together, that the spec and the client are in alignment.

@ranweiler Please review and close this ticket or move it to phase-3. Given the full incorporation of the ASM into the client and server, I'm expecting that this issue will be closed. I'm removing myself from the assignment and leaving it in your hands.
