It looks like I'm having the same problem, but the difference is that it only happens in the Vulkan backend. The problem occurs whenever the rendering resolution is not 1x....

I don't quite understand what you mean. 

Sounds like a conflict caused by other extensions, maybe you could try to disable all other extensions? This might work.

It's weird, do you have any other devices? Does it behave the same on them?

Also, please note that the status bar language in the lower right corner is selected as wikitext instead of html.
