FEAT: set features from the tools side

It would be useful to be able to set which features the external tools supports, for example, I'd be only interested in supporting IGCS Dof at the moment, so other panels could be disabled in that case.

This is a draft PR because before adding the conditionals everywhere, I'd like to see what you think of this proposal!
