Add libosmscout to Taginfo Projects

Show the OpenStreetMap community what data you are using. Add libosmscout (rendering, routing) to the list of Taginfo Projects.

Hi @danieldegroot2. This is no simple undertaking, since libosmscout is configurable in this regard, see file https://github.com/Framstag/libosmscout/blob/master/stylesheets/map.ost

We would have to load and interpret our configuration file (yes, we can ;-)) and generate a taginfo project description from it. Because of the boolean expression, this is not trivial. And the user of libosmscout can write its own configuration file, adding more types if he likes.

Note also that we interpret several keys, just do ignore that data afterward.

I'M eager to help, but how?
