Re-enable spotbugsTest

In #1200, we updated the SpotBugs version, which but at the same time, turned spotbugsTest off to avoid some new SpotBugs failures in test code from stopping the upgrade. While having SpotBugs coverage on test code isn't as much of a value add as having it on the non-test code, it would still be nice to get that looked at by the static analysis tool
