[e2e] HA upgrades no remote storage processes are restarted

What happened?

The tests are failing sometimes in a state where manual intervention would be required. The test is marked as pending until we fixed the test setup/operator to reliably pass.

What did you expect to happen?

The test should reliably pass.

How can we reproduce it (as minimally and precisely as possible)?

Running the HA upgrade e2e tests multiple times.
