Deprecate IgnorePendingPodsDuration

What would you like to be added/changed?

In our spec we currently have a setting called IgnorePendingPodsDuration which references a time.Duration we should deprecate this setting and should create a setting like IgnorePendingPodsDurationSeconds to indicate what time unit that fields uses.
