Can't swipe up to access recent apps from home screen (gesture based navigation)

Attempt to swipe up from very bottom of homescreen.

Expected behavior

Open recent apps.

Actual behavior

App drawer opens.

Not perfect, but it works. You need to do it from the place where there are no icons at the bottom.

Hmmm, still doesn't seem to work. I get a vibration (like normal when it's triggered), but nothing happens.

It does work when other apps are focused.

I can provide log if desired.
