Steps to reproduce the bug

Not sure of the steps to reproduce this. It seems to happen after a phone reboot or after the Launcher crashes and reboots itself.

Expected behavior

App icons should be always shown, or should retry to load if they didn't load.

Actual behavior

Icons are shown as empty coloured circles and never load, unless some "forced" refresh happens, for example after you make a previously hidden app visible.
