Fine Code Coverage window always opens upon VS startup

Whether shown, hidden, closed, or a non-focused tab, the Fine Code Coverage window always opens upon VS startup.

Especially for hidden windows this is quite disruptive and annoying. For backgrounded tabs it is very annoying too.

The window should keep its state as it was when closing VS. Hidden windows should stay hidden on startup. Closed windows should stay closed on startup.

I believe this is a visual studio api bug as this behaviour does not occur with 2019
