Fire spell initial damage not being dealt (burn occasionally commits)

I have tried to use firebolt, meteor strike, and a firebolt staff and fireblast staff with zero damage being dealth by all 4. I know that Forgotten Magic: Fireblast does deal damage, but it's the only spell of fire that I have seen myself deal damage with. I have not tested the fire rune spell or flame spell.

This problem has persisted through numerous saves, and I am running my modlist in August - but did see a similar problem in June.

Duplicate of #156, I thought this was fixed so thanks for letting me know. Will continue to investigate.

IIRC this was only a problem with nords. @Senriwolf what race were you playing?

may have to do with Arcane Ineptitude in a weird way
