(For glory) I looked at a few of these in the discord and they seemed to point at forsworn npcs. I can test this on my end tomorrow to see if i can replicate it.

Had this exact same issue. Once you fast travel to Markarth, it gets fixed. If you have already been to Markarth, you probably won't be able to replicate.
