Old browser compatibility

Hey, I'm setting up a Windows CE 6.5 scanner for this. It would be really nice if there was a barebones website alternative frontend that worked on ancient browsers.
My current plan is making a remote desktop environment that just runs this webpage, or making a CE app, which is a huge pain.

What would it take to make a html only frontend?
