Launcher: rewrite to Avalonia

Our current launcher is written in Windows forms and it is not trim-friendly.

Instead of adding workarounds for Windows Forms, let's get rid of them and rewrite it to Avalonia.

This will be useful later anyway, when we go fully cross-platform.
