Port to .NET Standard

Instead of porting to .NET Core as stated by #1, we need to port to .NET Standard. .NET Standard libraries can be used either by .NET Core or full .NET applications.

  • [ ] please try to save compatibility with .NET 4.0 or at least 4.5
