Works fine for me. It's still in /usr/bin/puppet in the 14.04 image. Are you sure you didn't accidentally uninstall it or something?
Someone managed to run Passenger Standalone on Heroku with Node.js by using buildpack tricks: https://medium.com/@robinvdvleuten/running-hapi-with-passenger-on-heroku-a023c30cd6f1 We haven't checked whether it's possible to run on Heroku with the default Node.js buildpack.
