[Feature Request]: 希望修改选中profile时初始化rule providers的逻辑
功能描述
现行版本选中使用rule provider的profile时，如果rule providers 无法初始化会导致配置文件无法选中。但是由于国内的DNS污染或者严重干扰rule provider的托管网站，在初次添加profile并选中时 会因为无法完成初始化rule provider而无法选中profile。 希望修改选中profile时初始化rule provider的逻辑，将初始化rule providers放在选中profile后，这样可开启代理解决providers无法初始化的问题。

Should Clash for Windows give user hints when the core stucks because of the rule-provider intilization failure/timeout? The current behavior of the is silent continue showing no rule loaded, which makes user confusing when met this failure for the first time.
@hongwen000 If the crash core does not clearly point out that the timeout is caused by the initialization error of the rule provider, CFW can't judge by itself. It should only return the error information provided by the core, so this more detailed information still needs to be provided by the core (here is just my guess. It is not provided by any wiki, and I have not investigated it specifically).

Exactly. I will do some research and then open a core issue when I have time.
