Implement Boot Priority Passing

Currently, SeaBIOS booting priority is based on PCI scan sequence.

We should at least set the device containing csmwrap.efi file to be first boot option.

Pass it via BBS table.

Regarding this setting, I wonder if there will be a setting for me to adjust this. Because I do dual-boot in both UEFI and legacy modes and I don't always want it to boot to csmwrap by default.
