Windows support

Added function decorator for windows support. Minor corrections needed.

Successfully built on Windows 10 with Cmake 3.17.3 and MSVC 2019 with: CMAKE_PREFIX_PATH = C:/Users/Username/AppData/Local/Programs/Torch/libtorch
