Feature Request: Enable for Admin and Shop Managers

The plugin would benefit from an option to enable the gateway for admin and shop manager users only in order to allow for better acceptance testing before launching live for users, particularly in cases where the product is already serving live traffic and already has alternative payment options at the time of adding the Rave payment option.
