Problems with "Page Layouts" in page settings after clearing the cache

After clearing the cache there are no other options than "Parent decides" in the drop down on the "Page Layouts" tab. You have to refresh the Frame a few times to get back all your options. The bug gets more critical if you have selected a page layout and clear the cache afterwards. Steps to reproduce:

Open the page settings for a page -> go to the "Page Layouts" tab and select a Layout -> Save, close and clear the cache -> revisit the "Page Layouts" tab and open the drop down again

In the drop down you get [INVALID VALUE("package->Layoutname")][package->Layoutname]
