Count rows of cell info qa check

We have a number of 'cell_info' QA checks, which run each time a cell info update file is ingested. What we don't have, though, is a check that counts the rows in the cell info file being ingested - this would be useful for comparing the other checks to (e.g. 10 duplicated rows out of how many?)
