Revisit pipenv

Pipenv continues to do my head in, by virtue of not having had a release in getting on for a year despite being bogged down with bugs.

I think it is worth evaluating Poetry as an alternative.

Revisited, and we will continue to use pipenv given it is now under new stewardship.

Reopening again, because pipenv continues to be quite troublesome. I'm almost happy to switch to poetry, but held back by the lack of dynamic versioning. I think once:

Is resolved, we might happily switch.
