Group / Page with only deactivated widgets are shown

Current Behavior

A group that contains only deactivated widgets is shown in the dashboard. A page that contains only groups with only deactivated widgets is also shown. For we this is interesting as I have flows that are complertely deactivated and I'm expectzing then that also the corresponding UI page is no more shown. With dashboard 1 they were not shown.

Expected Behavior

Group or Page is not shown as it was in dashboard 1.

Steps To Reproduce

deactivate a flow where all widgets of one UI page are implemented. Then the UI page looks like this:

Just checking, when you say "deactivated" - you mean in the Node-RED editor, rather than any enabled, or visible state you're sending via ui-control?

Yes, in the editor:

This is a tricky one because, whilst the widgets are disabled, the groups/pages are not, and so actually should be rendered
