Improve post-trial, no billing 'device not created' popup language
Description
A user who tries to create a remote instance without billing set up receives this somewhat confusingly-worded message:
It says: "Failed to create device: Team billing not configured"
A clearer and more user-friendly message would be: "Set up billing to create a remote instance", with 'Set up billing' a link to the Billing area.

@cstns I believe I encountered this error when I was watching videos of users who logged back into their accounts after their free trial had ended. If you can't find this language in the code, we may just ice this for now.
