Design: Make Instance startup status clearer

Description

When creating a new instance, or having just signed up, users are not clearly communicated that Instances are in a "Starting"/"Installing:" state. As such, we want to make that clearer to the user so that the required waiting time is not perceived as a broken state.

This task captures the need for design work here.
