Handling static assets in DevOps Pipelines

Story to capture the use case of deploying/transferring static assets between instances as part of a DevOps Pipeline.

Refinement/discussion around whether or not we want to do this at all, I suspect we do want to support this. Do we overwrite existing files in the receiving instance?

This should be an option on the Stage as to whether or not assets are transferred, it shouldn't be auto-included.
