Users without assigned teams are not able to access the top-right menu on mobile and other devices

Current Behavior

Mobile users that have not teams assigned have no way of accessing the top-right menu

Expected Behavior

Users should be able to access the top-right menu

Steps To Reproduce

create a new user or use one without a team assigned and restrict the display port width
