BUG: Program plugin loads only UWP apps

Problem Description
In Program plugin I have all index sources and all default file types enabled, I've added two custom directories, but the plugin indexes only UWP apps. It's not possible for me to get other apps there - I've tried reindexing multiple times and running Flow under Administrator. There is no error in logs.
To Reproduce
- Install Program plugin
- Enable "UWP Apps", "Start Menu", "Registry", "PATH"
- Enable "appref-ms", "exe", "lnk" in File Type dialog
- Reindex
- Try searching for any standard application (non-UWP App) -> no result

What is the "mount" and "bin" at the top of the screensht list? Those don't look like UWP apps?? If you remove UWP apps does anything get indexed?
Those are directories I added manually (hoping the plugin will index their content). When I remove UWP apps nothing shows up.
Oh, when I remove the "mount" manual entry, it indexes regular apps again!
I was fiddling with the directory and I might have found the problematic case: There is a mounted disk to "C:/mount/disk" path and the disk is BitLocker protected. When I reindex with the disk unlocked everything works correctly. But when the disk is locked when reindexing, no app is actually indexed as though the whole process was interrupted.
I guess the error thrown stopped the indexing, which makes it return an empty result.
Probably we should have better error handling.

I believe it is a different issue as he has tried reindex.
