[Bug]: History (ctrl-H panel specifically) doesn't save width size on startup unless "Open previous windows and tabs" is enabled

Bug Summary

When closing and re opening the browser, the history won't save its width size unless it was open at the time of shutdown

Reproduction Steps

1. Disable Open previous windows and tabs, the first setting in General in about:preferences, or set browser.startup.page to anything but 3 in about:config
2. Open history with CTRL+H`
3. size the view to any different size
4. CTRL+H or close the panel with the X button
5. Close Floorp
6. Reopen Floorp
7. CTRL+H again, the smallest possible size will always appear

Expected Behavior

The last CTRL+H size being used even without the option enabled

Actual Behavior

The smallest size being used unless Open previous windows and tabs is enabled
