[Bug]: "ブックマークを折りたたむ"設定を有効にした状態でDevToolsのタブ切り替えが出来ない

Bug Summary

"ブックマークバーを折りたたむ"設定を有効にした状態でDevToolsの上部にマウスカーソルを移動させると、ブックマークバーが重なって表示され、タブの切り替えが出来なくなる。

Reproduction Steps

1. "ブックマークバーを折りたたむ"設定を有効にする
2. DevToolsを開いてタブの切り替えを試みる

Expected Behavior

ブックマークバーが表示されないで、タブの切り替えを行える

Actual Behavior

ブックマークバーが重なって表示されて、タブの切り替えを妨げる
