[Bug]: Collapsing sidebar web panel don't transfer focus back to active tab

Bug Summary

If user previously focus on a sidebar web panel, when collapsing the panel, focus remains on the panel. Note: This only happens for web panels. Other built in panels seem to work normally.

Reproduction Steps

1. Focus on sidebar web panel
2. Collapse sidebar web panel
3. Try to use keyboard shortcuts

Expected Behavior

1. Applies to active tab

Actual Behavior

1. Applies to previously focused web panel
