[Bug]: Fluerial UI adds padding above close/maximise/minimise buttons

Bug Summary
The Fluerial UI adds padding above close/maximise/minimise buttons, meaning you cannot click the buttons without moving the mouse down. (Enable Extra Padding is off)
Reproduction Steps
Place the cursor at the top of the screen (Y = 0) above the window buttons
Expected Behavior
The window buttons are clickable
Actual Behavior
The window buttons are not clickable
