[Bug]: If "Close workspaces popup when selecting a Workspace" is enabled, switching Workspaces with a keyboard shortcut opens Workspace menu

Bug Summary
If the setting "Close workspaces popup when selecting a Workspace" is enabled, switching Workspaces with a keyboard shortcut opens the Workspace menu even though the user never clicks on it.
Reproduction Steps
- In Keyboard Shortcuts, add a shortcut to Open previous workspace or Open next workspace
- Use the shortcut to switch Workspaces
- Workspaces menu should behave as normal, not opening
- In Workspaces, enable Close Workspaces popup when selecting a Workspace
- Use the shortcut to switch Workspaces again
- The Workspace menu will open without input
Expected Behavior
The Workspace menu should not open when the user uses a keyboard shortcut to switch Workspaces.
Actual Behavior
When the user uses a keyboard shortcut to switch Workspaces, the Workspace menu opens and stays open, even though it was not clicked.
