No forced email verification

The forced email verification of new users is not working for me, I can't find the reason for this. Sending password reset links works fine. The pocketbase logs do not contain any error. New users are listed in pocketbase as unverified, of course. If they send a password reset request and change it then their status changes to “verified”. Also I have no alerts for new logins
