Expose forced-scheduling and requeing in the API and CLI

Following on PR #616, we would like to expose the arguments of the function flexmeasures.data.services.scheduling:create_scheduling_job

  • requeue
  • force_new_job_creation

to the API endpoints and CLI commands.
