Those comments can arise either because a repo is dead and abandoned with bugs, or it is just 'done' and doesn't need any maintenance.

There's probably a good name related to "breaking the cycle of suffering" somewhere.

Maybe: "Ghost Hunter" - Create 13 issue comments asking "Is this still maintained?" on repositories that have no commits in the last year.
