Segment overrides cannot be reordered when viewed from segment

Describe the bug

Segment overrides cannot be reordered when they are viewed from Segments -> Features. They must be reordered from the feature state view instead.

Steps To Reproduce

1. Create multiple segment overrides for a feature
2. Browse to a segment that's used in one of those overrides
3. Click "Priority X of Y Edit"
4. Try to reorder the segment overrides

Expected behavior

Either don't allow reordering segment overrides and make the UI clearly show that, or allow reordering segment overrides.
