Webhook event should be triggered when an Identity overridden feature is reset to the environment defaults

Webhook events are not sent when an identity override is reset for an Edge API project.

The same issue is happening with local evaluation mode ( We are using python server side SDK ) . When identity override is reset , this change is not being reflected in futher environment refreshes , until and unless another identiy override is done.
