Add obs-service-cargo to Leap

Apparently obs-service-cargo is missing on Leap so this is a reminder (to myself?) to add it to Leap once the next edition of Leap is being developed.

I think right now we can't get it into Leap 15.6 because it is "released" now

This is not that big of a deal because anyone --even on not openSUSE-- can still package using the packaging distrobox container and just install obs-service-cargo onto it

I intentionally didn't add it to leap because it's easy to work around as you noted. It's also a pain in the butt to actually keep stuff up to date on leap so unless it's super important for it to be on leap, then I didn't want to commit to that.

just wanted to point out, you can still add new packages to Leap 15.6. there just needs to be a "good enough" reason for adding it
