Customizing the toolbar does not work

IntelliJ version: 2014.1.1 PlugIn version: 0.15.0

Toolbar claims to be customize-able, yet ignores any changes to the order of icons. Maybe related to #100

I can confirm this is still an issue (right-click on the toolbar to open the customize menu)
