Use `setuptools.modified` instead of `setuptools.build_dep`

Close #5. Please note I am not an user of this project (just working on setuptools), so I haven't tested this change.

`setuptools.dep_util` is deprecated and will be removed soon. Alternative suggested in `setuptools.modified`.
