[BUG] Fingerprint on boot breaks biometrics

Describe the bug Enabling the option to use fingeprint on boot causes errors when trying to use biometrics in banking apps. This is only resolved by disabling and re-enabling the "Use for Samsung account verification" option in the biometrics menu in the settings. But this obviously resets on boot.

The device is running a custom ROM that ports OneUI 5.1 from the Galaxy S20 to the Galaxy S10, so this issue may be partly because of the ROM.
