Blitz and CnR Time not working on modern Windows

This error is due to modern versions of windows.

It seems that he had reported it before in discord, but this happens that time does not move in Cops & Robbers and Blitz in multiplayer and in Blitz Offline when you reach 0, keep counting the time forward.
