nbackup -fixup shoud not work if delta file exist

nbackup -fixup work only with database FILE, but this (destructive) option should not applied if delta file exist.

IMO, -f[ixup] must be prohibited at all if DB file is opened. Admin must think again and close all attachments before this action.
