Allow to create, backup and restore database to a non existing directory on remote server [CORE3864]

Hi!

I think database create, backup and restore shold create missing directories automatically, but now we get error.

It will be good idea to discuss such suggestions before adding them to tracker...

On my mind it's possible, provided we add new switches to gbak and nbackup and new option for create database. But not as default behavior.
