I'm getting the error:

"Quota exceeded for quota metric 'Queries' and limit 'Queries per minute'

on the first run.

Try using an API key. Get it from here. Previously, PageSpeed used to allow API calls without an API key, but now they seem to have made it mandatory to use a key.
