flyout can get stuck off-screen

Repro:

• uninstalled flyouts and re-installed 3.1.9 from store
• dragged flyout around and it got stuck halfway offscreen somehow

Perhaps relevant info:

• triple screen setup with 1080p + 1440p + 1200p monitor all at 100% scaling.
• taskbar on left side (Win10 style)

Suggested workarounds:

• in flyout settings, add a "reset" to default option.
• allow click-dragging the flyout anywhere (except interactive elements) instead of just the bar at the bottom

Suggested fix:

• when allowing re-positioning of the flyout, snap to screen edges or taskbar edge and don't allow positioning beyond those edges. Handing multi-mon might be tricky

I think it should still be draggable. Even though the tip says drag from bottom bar the entire flyout actually has dragging enabled. Can you try dragging from different areas to see if it moves

V4 won't have draggable flyouts so this issue is "fixed"
