Make rechecking a tx check the sequence number

Summary of Bug

According to cosmos-sdk#12060, we need to check if this bug is fixed in finschia-sdk. I think this bug did not fixed when we change the base consensus to tendermint in finschia-sdk.

This changes of cosmos-sdk was already fixed in finschia-sdk in #66 and #76.
