Support multiple overlay triggers

Currently an overlay may only have one trigger.

It looks like adding support for a second trigger won't be too difficult, though the options and codebase for o-overlay has become a little messy so it's not easy to be confident. I think overlay is a good candidate for review and potentially an overhaul including visual design/api
